The Chinese Private Elderly Homes at the Crossroad£ºCurrent Conditions and Policy Alternatives

Abstract
This paper aims at analysing the problems of the Chinese private elderly homes at the crossroad and searching for its improvement. For the purpose, a series of the government¡¯s policies for developing the private elderly homes since 2000 were reviewed, its current conditions and problems in legal, administrative and personnel aspects were analysed, and improving alternatives were proposed. The results are as follows; First, the Chinese private elderly homes began to increase according to the government¡¯s strategy for socialization of social welfare after Open Policy to cope with burden of increasing social welfare expenditure. Second, the Chinese private elderly homes were mainly established by individuals. They thought those would be a future business which guarantees good profits. However, those revealed a bad business which get very low profits in spite of huge investments. Third, the Chinese private elderly homes face a vicious circle of managemental difficulty now. They can not invest in facilities because of low profits, and their services are not good because of small professions. It brings low rates of bed occupations. Moreover, it makes profits and management become bad. Fourth, in order to develop the Chinese private elderly homes, it needs various measures such as making the government¡¯s support more available, establishing the roles of public and private elderly homes, permitting autonomous fee determination of the private elderly homes, approving profit pursuit of the private elderly homes, guaranteeing the property right of establishers, strengthening professions of care workers, and reinforcing government¡¯s supervision on the private elderly homes.
